These cooperatives sell the inland-water permit (yugyo-shoninsho) through Tsurichike, so it can be bought from a phone before you arrive. Everywhere else you must buy in person from the cooperative office, a riverside tackle shop, or a nearby convenience store — which is hard without Japanese.
